This is not fair, realistic or absolute. We have 50 members. We have maybe 30 inactive. You're requirements are too broad in stroke and leave way to much room for sandbagging and tinkering by players.

This is already taken care of via NPC corps. If you don't want war, NPC corps are the way to go.

Again, way too complicated and way too much micromanagement needed on CCP's to set up and maintain.
I am not saying this because you are new, I assure you, but really none of what you said is even close to a possibility. It's too much time and too much effort for anyone to bother with, especially CCP.
Hell, CCP has tons of bugs and issues with small things like overview settings and other stuff that would be a cinch to fix compared to this yet they haven't fixed the small things in 3 years.
CCP has a system in place. Initially the system seemed to be working as intended. Privateers put the system into a massive stress test. CCP deemed it should'nt be so cheap to war dec so they upped the prices to stave off massive decs like Privateers had staged.
Unfortunately it affected everyone. Carebears and griefers like myself included. But since it affected both sides, I guess it's fair even though I didn't like the changes.
Once again the system is being tested. Granted not as heavily as with Privateers, but there is a whole new spin on things occuring. It's being done by both sides of the fence too. Moreso by carebears than griefers but that's neither here nor there.
CCP hopefully will take another look into the system. CCP seems to value the fact players are held to consquences. Flip a can, and you're flagged. Suicide and you lose a ship to Concord, you lose sec status and usually the person ends up with killrights on you. When you create a corp you're accepting the risk of a war dec, much like you accept the risk of jumping into low sec or 0.0.
I have characters in NPC corps and have never had issues with wars. With this character all we do is war. We do not try to sidestep any consequences of our actions. All corps and alliances deserve their fair chance to kill us for anything we've done, or just because they don't like the corp ticker or any reason. It's the chance I took putting this character into a corp.
On my hauler alt's they're in NPC corps. My mission alts are in NPC corps. War dec problem solved.
I think CCP designed the game to force a bit of interaction with people. Their FAQ's, policies and guidelines go into details about non-consensual pvp and wars. It says nothing about war dec washing via alliance jumping or corp jumping simply because I don't think they ever saw it as being an issue.
I still think that corp jumping is fine really, but not into "fake" corps for the simple fact of avoiding war.
